The city and county are trying to tackle transportation issues in a changing mobility environment, while at the same time a new airport terminal is being planned. Rather than scatter efforts at the intercept lot, buttermilk, and entrance to Aspen, why not centralize a plan to make the airport and it's new terminal and parking facilities a central mobility hub?
